ENERGY EFICIENT HOUSING

As part of activities marking the "City of Nis Energy Week 2013th" City Municipality of Palilula-Nis, presented the results of one of the project "Development and improvement of the competitiveness of SME in the field of Energy Efficiency in Buildings", which was implemented in cooperation with partner organizations (Construction Cluster "Opeka Brick", City of Nis-Department of planning and Development, EKOPOLIS-Media environmental Network Serbia) with the support of LEDIB (Local Economic Development Balkans). Promotion of the results of the project was held at the National Theatre in Nis.

The importance and results of the project, project activities with a video-presentation promotion publication were presented by: Dragan Stojiljkovic, Chief of Staff to the Mayor of the Municipality of Palilula, Dragan Vidojković media editor of the EKOpolis Network. Lecture on "How to make an energy-efficient building?" was held by a graduate architect Miroljub Stankovic, Deputy Head of the Planning and Development sector of the City of Nis.

President of Palilula Boban Dzunic informed the public on this occasion about the motives and strategic direction of Municipality of Palilula in energy efficiency. "The positive impacts of climate change can not happen without changing behavior of individuals, without giving up old habits and adopt new ones. Changing the system of values, ways of thinking and attitudes of the citizens towards energy efficiency is the only true way to prevent further negative impact on the climate. Global warming and climate change are now a global problem and a major threat to the life and development of the global population- stressed president Džunić.

Therefore, it is important to answer the following question, "what the local community, and what each individual would have to do in order to save natural resources" and to meet the priorities set by the EU to the 2020th reduce the CO2 emissions by 20 percent.

The increase in the standard of living, rises the increase of consumption in thermal energy for heating, and cooling. According to Boban Džunić because of high energy consumption in buildings, and also the greatest potential energy and environmental savings, energy efficiency and sustainable construction are becoming priorities of modern architecture and energy.
This area is recognized as an area that has the greatest potential to reduce total energy consumption. The construction sector is one of the most dynamic in Nis, especially in the municipality of Palilula. It employs the largest number of people. By increasing the insulation of building performance can be achieved by reducing the total energy loss by 40 to 80%. "There are about three million different facilities, which have the average power consumption of 150 to 250 kilowatt hours (kWh) per square meter for a year, while in the European Union (EU), the fuel consumption is 50 to 70 kilowatt hours." According to experts, the biggest waste of energy in buildings, about 40%, going through the poor insulated walls of buildings, and 15% of the energy is lost in poor window insulation. Our project "Development and improvement of the competitiveness of SME in the field of Energy Efficiency in Buildings", which was approved by LEDIB (Local Economic Development Balkans)  in 2012 and implemented in our community of Palilula as part of development projects, has special significance in our Municipality. Establishing categories of energy efficiency desired object and the existence of an energy passport as an identification card attesting to its energy efficiency, marked the beginning of the implementation of regulations on energy certificates for buildings, which came into force on 30th September 2012. We expect that our activities contribute to a change of thinking and working professionals in the building sector, motivate our citizens in the region to save. In developed European countries, it became the practice. We are still at the very beginning, concluded president of Municipality.

Promotion at the National Theatre was attended by members of the Municipal Council of Palilula, Ivica Stojanovic and Milos Stojiljkovic.

According to Aleksandar Maksimovic, head of the Department of Administration for Communal Services, Energy and Transport of the City of Nis, the acceptance of an international initiative "Covenant of Mayors" assumed the responsibility of organizing activities to mark the city's 24th Energy week until June 27. The aim of this presentation of the Municipality of Palilula was common to find out "How to make an energy-efficient building?", "What is the energy passport?"; to analyze the "Legal and institutional environment for the implementation of energy efficiency measures in buildings" (based on EU regulations and international standards and our legislation), and to introduce examples of good practice in order to look at the possibilities of cooperation in the region.
